As you may be aware, the third ICAO World Aviation Forum (IWAF/3) held in Abuja, Nigeria in November 2017 adopted a Declaration and Framework for a Plan of Action for Development of Aviation Infrastructure in Africa which, among other provisions, calls upon ICAO and partners, consistent with their respective mandates, to provide technical expertise, resources and support for the implementation of identified actions for the development of aviation infrastructure in Africa. Such actions are to be determined through appropriate gap analyses.

Subsequently, the ICAO Council at its 213th and 214th Sessions decided that the Declaration and Framework for a Plan of Action for Development of Aviation Infrastructure in Africa should be implemented under existing arrangments, especially under the ICAO Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan).
